Freda Turner, Ph.D.

Dr. Freda Turner served as a Naval Officer for 20 years working in educational leadership. In that capacity, Turner
oversaw the development and delivery of executive and managerial training in domestic and international locations to
military personnel. She served as Program Chair for three doctoral programs, has published numerous articles and
presented a number of professional conferences. Since her retirement from the military, she became involved in online
doctoral education and has served on over 30 doctoral committees.

Angie Parker, Ph.D.
Dean, School of Education
Dr. Parker earned her doctor of philosophy in Curriculum and Instruction at Arizona State University. She also has a master’s
degree — in Distance Learning and Instructional Design — and bachelor’s degree in education from Arizona State.
Parker has worked both in academic administration and in Curriculum and Instruction in higher education for the past 25 years
and before that taught at the K-12 level. Areas of research interest include Informational Research Strategies, Educational
Applications for the Internet, Educational Applications of Ed Media, The Connected Classroom, Designing Instructional Material for
the Worldwide Web, Action Research in Education, and the Theory and Practice of E-Learning.

Heather Frederick, Ph.D.
Dean, School of Psychology
Dr. Heather Frederick earned her doctorate in Social/Developmental Psychology at Brandeis University with concentration in quantitative methods in
psychology and lifespan development.
Frederick's extensive experience in the online learning community was preceeded by a teaching post at San Diego State University NS employment
as a research analyst for a private health care company. She also ran her own independent consulting business. Immediately prior to joining Northcentral
University she served as an Associate Director for Student Research at an online graduate institution. During her time there she developed a
deep passion for assisting graduate learners in realizing the completion of their degree. Thus, she studied barriers to degree completion and
launched initiatives that sought to remove or lessen common reasons learners sometimes become “stuck” at the dissertation stage of graduate education.

Charlotte Chase, Ph.D.
Dean, Office of Academic Support and Institutional Services
Dr. Charlotte Chase is the Dean of the Office of Academic Support and Institutional Services (OASIS), a team consisting of the NCU Library,
Instructional Design and Technology group, the Writing Center, and Mentor Services. Chase came to Northcentral University in August, 2007 as
Director of Program Review and Assessment for the School of Business and Technology Management.
Chase has extensive experience in quality management, performance consulting, and training and development for automotive suppliers,
consulting firms, financial institutions, and human service agencies in the southeastern Michigan area.
